MPs approve new election law downsizing Parliament

Budapest, December 23 (MTI) - From 2014 the Hungarian parliament will have 199 members, down from the current 386.

Budapest, December 23 (MTI) - From 2014 the Hungarian parliament will have 199 members, down from the current 386.

Under the new election law, approved on Friday, voters are to elect 106 lawmakers in individual constituencies and 93 from national party lists. Regional party lists have become a thing of the past.

 

The single-round election will be first-past-the-post: if turnout is higher than half of the constituency s electorate the candidate who secures a majority wins the constituency, irrespective of the turnout.

 

As a novelty, votes cast on a winning individual candidate above the number minimally required for acquiring the mandate will also be added to the national party lists.

 

Parties which field candidates in at least nine counties and Budapest -- at least 27 constituencies -- will have the right to draw up national lists.

 

Hungarian citizens abroad, including ethnic Hungarians residing in neighbouring countries, will cast a single vote for a national party list.

 

Hungary s national minorities may win parliamentary seats under preferential terms. Should a national minority fail to win a seat on its national list, it may send a "spokesperson" to parliament.
