Fidesz lawmaker proposes 27 pc payroll tax for social contributions

Budapest, October 27 (MTI) - A Fidesz lawmaker has proposed a 27 percent payroll tax as an amendment to the social-insurance law under the heading of social contributions, according to parliament s website.

Antal Rogan s proposal for a social contribution tax is listed as a bridging measure to replace health, employment and pension contributions. The measure would break the link between payments in and out of the social insurance system.

 

A second proposal would set the basis for calculating the pension contribution as the minimum wage, while employment and health contributions should be based on 150 percent of the minimum wage.

 

Gabor Scheiring of the green opposition LMP said Rogan s proposal "flushes social insurance down the toilet." He added that the party finds the proposal unacceptable.

 

Renaming the contributions to a tax would lift the obligatory nature of these services and enable the state to arbitrarily reduce or even cancel pensions, for instance, Scheiring said.

 

Ernst and Young tax expert Szabolcs Vamosi-Nagy told MTI that Rogan s proposal does not constitute the introduction of a new tax, but the renaming of the current 27 percent social security contribution payable by employers. However, if parliament approves the proposal then the state can spend this revenue in several ways, whereas according to current regulations social security contributions can only be spent on social security services, he added.
