In a previous vote on the bill last week, parliament decided that the new body should be set up, but it would not qualify as a secret service.
The modified bill was passed with 258 votes for, 8 against, and with 33 abstentions.
The original bill, submitted by Interior Minister Sandor Pinter, sought to establish NIBEK to monitor Hungary’s internal security and criminal activities, as well as to serve as a national security body, with access to information handled by other organisations.
